Implement OpenID Provider Configuration endpoint
- See https://openid.net/specs/openid-connect-discovery-1_0.html sections 3 and 4. - We introduce here a "ProviderSettings" construct to configure the authorization server, starting with endpoint paths (e.g. token endpoint, jwk set endpont, ...) Closes gh-55
